Rep. Jason Crow, a U.S. Congressman representing Colorado’s 6th District, expressed concerns over attempts to dismantle the United States Agency for International Development (USAID) through a series of tweets. His statements focused on the legality and procedural requirements involved in shutting down federal agencies, emphasizing congressional authority.

On February 3, 2025, Rep. Crow tweeted about the necessity of congressional approval to shut down an agency: "Shutting down an agency requires an act of Congress. JFK established USAID in 1961 within rules created by the Foreign Assistance Act. Congress then cemented USAID as its own independent federal agency through a bipartisan vote in 1998."

In another tweet on the same day, Rep. Crow highlighted his stance against efforts by former President Trump and Elon Musk regarding USAID: "Trump and Musk gutting USAID isn’t just bad for Americans, it’s illegal. Great summary from @BridgeWriter why the President can't just shut down a federal agency that I’ll unpack here"

Further addressing the issue on February 3, 2025, he stated: "If President Trump wants to get rid of USAID, he needs to get the permission of Congress to do so. He doesn’t have the votes in Congress to get rid of USAID, so he’s illegally trying to do it himself."
